Publisher
qualifica.ad is published and operated by an Andorran company, identified by the tax registration number below.
Hosting
The application, the database and the public pages are hosted by Fly.io in the Amsterdam region, inside the European Union. The service's e-mail is delivered by Resend.
What the service is
qualifica.ad is a software licence. From a buyer's and a property's data it determines foreign-investor status, the applicable IEI rate, the authorizations required, the document checklist for the procedure and an estimate of the total cost, and can produce a PDF report of all of it.
What it is not
The result is an indicative estimate, computed by a deterministic, versioned rules engine. It is not legal, notarial or tax advice, it is not a contractual document, and it is not an administrative decision. No result binds the Govern d'Andorra, and none replaces a professional's advice before you sign.
Sources and updates
Every rule in the engine traces to a named article of law, and the legal-framework pages cite that source with a link to the Portal Jurídic del Principat d'Andorra. The portal's consolidated versions are published with no official standing: the authoritative text is the one published in the Butlletí Oficial del Principat d'Andorra. The ruleset is dated and revised when the law changes.
Intellectual property
The software, the rules engine, the text, the design and the brand belong to the publisher. Reports produced by the service may be used freely in the business of whoever asked for them; the rest of the site's content may not be reproduced or exploited commercially without written permission.
Liability
We keep the calculation faithful to the law in force with all due care, but we cannot guarantee it is free of error or that it covers every particular case; the engine's known limits are documented. The investment decision, and the declarations made to the administration, are the responsibility of whoever makes them. We are not liable for indirect damage arising from use of the service.
Governing law
This notice and the use of the site are governed by Andorran law. Any dispute that cannot be settled amicably will be brought before the courts of the Principality of Andorra.
